The consequence of this event was that the Emigrants first shipped on board of the "Frederic" have been detained in this harbor for months before sailing, and to prevent this occurring in any future case, supposing Emigration hence ever to be resumed, I think it expedient to introduce a clause in the New Legislation now in progress, conferring on the Governor the power to determine the longest interval during which any Emigrant can be kept on board a vessel for any destination; and also power at the end of that time to release him. When released such Emigrant might, if disposed to do so, make a fresh engagement, receiving a fresh bonus.
